[TYPO3-templavoila] TYPO3 4.2, newest TV, page create, how to permit user to change TS of page

Hello list,

i do currently have a problem.

I have users which should not have the chance to change the layout of a 
page, that's why i disabled the DS and TO fields for these users in the 
datasets of a page (exclude fields for groups).

But in TYPO3 4.2.6 with newest TV from TER the user can simply click on 
the new page icon right above the page tree, then he/she gets the 
complete list of page layouts ;( and can choose one - even if the user 
is not allowed to change the fields of to and ds!

Is it possible to disable this layout selector for a part of the 
pagetree (PageTS?)?

I found the PageTS for changing the fields in the form right after the 
template seletor (really good) in the TV documentation.
