[TYPO3-templavoila] Versioning-tab visible only when logged in as admin

Hi,
what do I have to do to get the "versioning" tab working again? I
don't know why but the versioning-tab only appears when I'm logged in
as admin. 

Even if I give a be-user all rights he/ she can have this tab doesn't
appear ... What's wrong here?

Page TSconfig and User TSconfig's both disabled ... TV Version 1.33,
Typo3 Version 4.1.1
