[TYPO3-templavoila] Disable template select wizard?

Hey,

Dmitry. I think there up- and down-sides for both of the places:

=== UserTSConfig ==
+ You can do it on a per-user basis, some "Admin" users still can choose 
whatever they want to
+ You can maybe select a "default" template for a user through that 
(with the ID of the DS/TO)

=== PageTSConfig ==
+ Configure this only for a branch of the tree.
- Advanced users cannot select a different template on page selection.

Personally, I think the UserTSConfig makes more sense.
