[TYPO3-templavoila] Disable template select wizard?

imo global is bad. If implemented that way, some config should be able 
to override it. If site has just one template, TS config for Pages,
would be nice to have. But of cource TS config for users/user groups and 
   this should have priority over TS config for pages.
