0.4.7 included a config variable that now is used to detect whether
static template is loaded (plugin.tx_seminars.isStaticTemplateLoaded and
plugin.tx_seminars_pi1.isStaticTemplateLoaded). So if the static
template from 0.4.6 still is in the cache, the new variable cannot be
found, and so the config check doesn't recognize the static template as
loaded. :-)
