IMO it is better to have one until the upstream is fixed.
This is helpful for people which experience the same behaviour and 
expect it to be a kickstarter issue. An issue in the extension builder 
tracker might help to keep support requests away from the mailinglist or 
other duplicates.

Please shortly describe the behaviour and add a relation to upstream 
(extbase) issue http://forge.typo3.org/issues/13970
