[TYPO3-doc] Who to contact on api.typo3.org matters?

Hi,

who would be the one to get in touch with regarding putting things on
api.typo3.org?

It would be nice to

* have it named FLOW3 for 1.0
* add FLOW3 1.1
* and have the Flow 2.0 branch added there as well…
