[TYPO3-doc] Tools for generating documentation

For your information, I just made an initial commit of the LaTeX 
template I created to generate PDF out of a reST manual.

http://forge.typo3.org/issues/31707

Waiting for the according commits for the HTML documentation, using 
sphinx or whatever.
