✔ Fix timing of RTE listeners initialization.

♫ Now that it is possible to edit content elements in the partially
    migrated BE, the RTE may be loaded and tested in the BE.

➜ Test and fix RTE BE only features: abbreviation, image and link
    browsers, contextual help, t3skin in BE, user settings, etc.
➜ Fix occasional and partial failure of toolbar update after initial
    load.
➜ Test in IE7/8
➜ Test in native ExtJS 4 mode, without the backwards-compatibility
    mode, which does not really provide any backwards compatibility
