[TYPO3-BLE] New subproject: ExtJS 4 Migration

Hi guys,

there is a new Forge project and Git-branch on the Incubator now for the
ExtJS 4 Migration.

Steffen Kamper will work on it (he will soon transfer some work which he
started on Github to the Incubator repository), and he plans to finish
the task to get the current TYPO3 core running on ExtJS 4 in August.

That would mean "just getting it working" on ExtJS 4, and not yet
refactoring the existing modules to work with the new MVC coding style.
We figured the top priority would be to get it working at all, so that
the new modules which need to be created as part of the BLE project can
start with ExtJS 4 from the start.
