[TYPO3-project-4-3] installed plugins in 4.3 & t3editor

Most of the new system extensions are not installed - reports, 
scheduler, extbase, fluid... Furthermore, the compatibility version is 
set to 3.8

I think this goes along with Georg's thread earlier.
