I agree with most of your thoughts about national portals. Very good
summary!

This is the only part I disagree with. At least in the US (don't know
how it is everywhere), UGs are usually formed with more of a hobbyist
mentality. These are regional or local groups and in a country our size,
we would need hundreds to cover any real area. Normally, in an UG,
developers get together to discuss development issues, to meet other
people with the same passion and to have a good time. To be honest, I've
never wanted to join an UG (of any kind) and I don't really have the
time to do so. :)

While I don't think there is anything wrong with linking to a UG off the
national portal, I don't think the national portal should be the
home-base for the UG. I think the national portal should be
marketing/community/resource-based only. It is a variant of "TYPO3.com"
geared to that country's market.

As far as retaining control over the national sites, we could set
guidelines, but I'm not sure how this would be enforced. My biggest
concerns with these portals are people putting out misinformation about
TYPO3, using the portal for commercial and promotional purposes and
abandoning the site, but leaving it up and making T3 look
unprofessional.
