i can't agree with you in this points:
- for this amount (25 EUR?) the agency will not setup a template 
selector, BE-usergroups, multilang, and and and ... even if the could do it.

so what you get, are two self administrable sites not using any of the 
strenght of TYPO3. so where is the benefit for TYPO3 if its strenght and 
features are not used, and the lessons for administrator/editors do not 
take place so you have no further guides than all the things you 
mentioned - and didn't help you in the past!?

just some more TYPO3 users frustrated by a shitty setup!
