I want TYPO3 to be good FOR low budget  projects. 

I mean that the Mambo is good FOR low budget  projects:
- a lot of out-of-the box templates
- default site has some general functionality
- you can go to any freelance auction and write "I wan simple mambo site",
you will get 10+ bids from $50 to $300 in one day

This is the reason, why Mambo is more popular in low budget segment, than
TYPO3
