[Typo3-marketing] Freelance auction for TYPO3 web development?

I consider idea of
"Freelance auction for TYPO3 web development"
I have some marketing questions on this project.

"Freelance auction for TYPO3 web development" can be independent site or
part of freelance auction branch of Assist Network of Sites
(www.yourassist.com - under construction now)

Examples of Freelance auctions:

http://guru.com

I consider to use  http://www.radlance.com/  (out-of-the-box script for
$200,
it runs on http://www.php-freelancers.com )

I can make auction without escrow service and arbitration, because this
require a lot of management efforts.

Target (Service buyers):
Low budget TYPO3 projects $300-$1000 .. Up to $2500 (persons with  $5000
budget do not go to freelancers sites)

Service sellers: 
Freelancers and small companies from Ukraine, Russia, Eastern Europe, India

I want TYPO3 to be good low budget  projects. This freelance auction can be
the first step to create infrastructure for that.

Questions:
1) Can this project be bad for German typo3 studios? (I think - no, because
it is for different (low budget) market)

2) What do you think about this project? Will it be popular?

3) What is the best commercial schema of this project?
I consider to take some money from freelancers ($5-$10/month) and from
Service buyers for featured projects
($10-$20).  

4) What branches can be in this auction:
- full projects
- hosting
- installation&configuration
- TS template creation
- design (non TYPO3 part)
- HTML CSS (non TYPO3 part)
- ext development
- content editing...
