[TYPO3-linux] BE Language management 7.6 and 8.7 fails

Hallo, all,

I hope somebody can help:

I've installed TYPO3 versions 7.6.22 and 8.7.6 lately in a Virtualbox running a Debian Linux 9 with apache2 2.4 and PHP 7.0.19.

Everything seems to work fine, but management of backend languages fails.

On TYPO3 7.6, the import of a language starts, but only the language files of the core extension adodb are imported - nothing else. After that, I can choose the new language in the users profile, as it should, but of course, nothing else is translated after a refresh.

On TYPO3 8.7, the import fails completely.

I think, that there must be a problem with the server configuration, something is still missing.

php-curl is installed, but has no effect.

What are the requirements to make import of language files run.

By the way: import of extensions works.
