Most likely some server setting is wrong. Or you forgot to active 
saltedpasswords and the passwords are already salted in the database.
You can check this by looking into the database and the 
typo3conf/localconf.php file.

This is not possible automatically. You need to covert the charsets 
yourself.
There are some scripts available that can automate it if certain conditions 
apply. This depends on your setup.
