[TYPO3-linux] Upgrade and transfer to new host

Hi all,
I am about to transfer my Typo3 site to a new host. At the same time I
plan to upgrade from 3.7.0 to 4.0.2
I would like to have some advice about the best order of doing things.
Should I ...
a) Do a new install of 4.0.2 at the new host, dump the mySQL database
from the old host and load it onto the new host.
b) Install 3.7.0 at the new host, dump from mySQL and reload on new
site, then upgrade the new site from 3.7.0 to 4.0.2
c) Some other good suggestion you might have.
Of course in either case I would also need to copy everything in
"fileadmin" folder and all extensions would need to be transferred or do
a new install. Is there any other things I should think of?
The current size of the site is about 1 GB with all associated files
etc. My experience with Linux and installation of Typo3 is limited,
though I have done it once before (many years ago).
