The owner of the script you are requesting (most likely index.php or
typo3/index.php) are not the same as /var/www/.../cs/

I suppose that you have created some parts with a shell user and some with
the webserver which seems to run under a different user id.

Did you restart Apache after changing that? What does phpinfo() say?
