Brad reminded me to add a followup response to this.

I don't recall how I solved the problem on this particular server, I think I
switched to im but the same symptoms arrived on a recent server.

To solve it I had the web host put my im binaries into the /usr/bin/ folder
on the server. this worked.

However what was odd was that both gm and im ran the install tool image
tests fine with static binaries in the fileadmin folder yet the BE failed
to show the thumbs.

This suggests that a file somewhere between the install tool and TYPO3 is
running different permissions to run im/gm outside the /usr/bin/ folder.
