[TYPO3-linux] fresh 4.0 install warnings

Is it normal to see these two warnings after a fresh 4.0 install:

- This installation is not configured for the TYPO3 version it is running. 
Please visit the Update Wizard in the Install Tool.
- The Reference Index table is empty which is likely to be the case because 
you just upgraded your TYPO3 source. Please go to Tools>DB Check and update 
the reference index.

Both can be fixed by using the tools identified in the warnings, but seeing 
warnings after a fresh install makes me wonder if there's a problem. Or is 
this just how 4.0 works?
