No.

Out of curiousity, I installed 3.8 on my 1&1 account (shared hosting
with shell, $10/mo).

Scaling: 277
Combining: 500
GDLib: 1267

I would expect a VPS perform better than mass shared hosting,
normally. Let me know if you need a referral for 1&1, I get paid for
that! ;))))
