I don't think GM is your problem - here are my timings:

A 4 x Xeon 550Mhz server (a 3-4 y.o. HP piece of crap), with IM4.2.8, phpa:

Scaling: 375
Combining: 128
GDLib: 1,355

A newer box with 2x Opteron 246, GraphicsMagick, Zend Optimizer:

Scale: 124
Combine: 52
GDLib: 320

I'd say it's not GM (I find it somewhat faster than IM) but the server itself.

By the way, if anyone else could post their timings just to compare?
