[Typo3-linux] Move a typo3 installation and upgrade

if this can help I followed this steps:
1. db dump to file
2. install of typo3 3.8 and dummy package on the new server
3. copy of directory
        - fileadmin
        - uploads
        - typo3conf
    from the old to the new site (removed typo3conf/tmp_CACHE*)
4. updated localconf.php with new db parameters
5. in the install tool selected "db analyser" and Compare (and all the
steps explained in thi page
http://typo3.org/documentation/document-library/doc_inst_upgr/Upgrade/
) no errors reported by typo3 at db import

but I receive always this error opening the site

Error!

No pages are found on the rootlevel!

and the backend doesn't shown any page on the tree.

any ideas?

P.S. the update is from typo3 3.6 to typo3 3.8
