[TYPO3-german] Extensions ohne Name/Beschreibung

in den dateien sind keine umlaute, locallang.xml ist korrekt:
<?xml version="1.0" encoding="utf-8" standalone="yes" ?>
<T3locallang>
	<meta type="array">
		<type>module</type>
		<description>Language labels for extension 'rb_kontaktbox'</description>
	</meta>
	<data type="array">
		<languageKey index="default" type="array">
			<label index="pi1_title">Kontaktbox</label>
			<label index="pi1_plus_wiz_description">Kontaktbox</label>
		</languageKey>

</T3locallang>

den quelltext habe ich mir angeschaut und der ist wirklich leer ...

TYPO3 ist _nicht_ mit utf-8 konfiguriert (quelle: install-tool)

ich steh hier echt auf dem schlauch ...
