This is not a feature of the RTE but of frontend rendering.

If you look into the TypoScript browser with rtehtmlarea installed, you 
can see two examples of such functions under

lib.parseFunc_RTE.tags.img.preUserFunc

and lib.parseFunc_RTE.tags.img.postUserFunc (if click enlarge is enabled).
