the second one is implemented with TYPO3.

you can do everything with TYPO3.
as long as TYPO3 core can not handle it there are a lot of extensions.
and when TER extensions are not enough you can write your own extensions 
(in PHP).

if you implement it with TYPO3 you will (need) to learn a lot of TYPO3 ;)

as TYPO3 CMS is very flexible it is far not easy to configure. you will 
have to learn a lot to get a nice running installation.
