[TYPO3-english] Unable to install typo3 latest version on win-8.1

You must not add ANY file type! This is a bit uncommon for MS Windows
users but the file must be "FIRST_INSTALL" (make sure this is it by
opening a DOS/command prompt if needed). It must not be
FIRST_INSTALL.txt or similar.
