First thanks for reply.

Ya i place FIRST INSTALL file on this path xampp->htdocs->typo3test->FIRST INSTALL.

I am using latest version of xampp(3.2.1). Sorry but i unable to understand  "Have you checked for any typos within the file 
"FIRST_INSTALL"" .

FIRST_INSTALL file create with txt or RTF file or php file.

I have test this all type of file.

Please point me if i am wrong any where.
