Sorry, no. When saving the extension (writing it typo3conf/ext) a popup 
warns you that it's a kickstarter and not an extension editor.

You can select which files to overwrite, but that's it.

Also true. Many settings have to be made manually. For example an 
integer field has by default the limits 10-1000. These also have to be 
changed manually.
