[TYPO3-english] Special Characters in RTE

Hi,
You were right, some of the tables weren't converted to UTF8, I was
thinking it was a transformation/disallow rule. Its a development
installation that has been around for a year or two and when we changed
from 4.4 to 4.5 I changed the DB to UTF8 and obviously missed a section.
