Unless I'm much mistaken, thats used by TMENU_LAYERS or GMENU_LAYERS
[1]. I could be wrong though because I avoid those menus like the
plague ( IMO, they have the dubious distinction of being the worst
flyout menus in the entire world ;-) ).

It looks like you can change the php library required by the menus, so
it may be possible to copy that and edit it to refer to different js
files).
