Since Windows 2000 there is a directory junction available [1], and 
since Vista / 2008 there are symbolic links available [2]. In Vista / 
2008 or later you can make both using the mklink command [3].

I've used these to make a 'normal' symlinked TYPO3 installation on my 
localhost.
