Hi,

think it's a double-posting - saw it somwhere before.
In general it's against the rules.
Nevermind, here is my answere:

FCEs I usally don't translate, I set them only to 'all Languages'.
Translations are made only for the included Content-Elements.

I think your way must be possible too but it's a bit hard then to define 
how included elements are handled when translated too - here some 
situations with undefined status can occur.
So try my proposition ...

If you want insert Text in FCEs by language without ContentElements you 
can map the parts and define it by TypoScript with conditions concerning 
the language.
