[TYPO3-english] Foreign language not displaying correctly

Hello list,

I have a website that has 2 main languages, English and Russian. This 
site was just migrated to a new server and it's TYPO3 version van 
upgraded from 4.2.6 to 4.3.1

On the new server, however, the Russian capital R is not displayed 
correctly. It is shown as a ? instead.
Who can help me figure out what causes this. Site character set is 
UTF-8, as is the database.

Any help is appreciated.
