Yes this is good when these "toplevel" fegroups may change or there will 
be lot of these toplevel feusers with the same rights. This way you can 
adjust many feusers at the same time belonging to these groups.

But just FYI you can also assign several fegroups to one feuser. And 
this can be handy in case there are not too many of these toplevel feusers.
