[TYPO3-english] Descriptor or non-descriptor tags in tagpack?

Hi all,

In the tagpack extension a tag can be made "Descriptor" or "Non 
descriptor". There's also an extension configuration option about this. 
I must admit that I couldn't understand the option's explanations and I 
am left wondering what this is about. I would welcome some enlightenment.
