[TYPO3-english] powermail explicitAllow

Hi,

This is really strange. I can't see the powermail as an option when I 
make a new content element as a BE user. But I can change existing 
content element to powermail.
Is this really just me? This is already a second case for me - what am I 
missing..
TYPO3 4.2.6 and powermail 1.4.15.
