There's a bit tricky way I know of. Create your own extension that would 
redefine what method is called to create URLs (would change 
linkData-PostProc in ext_localconf.php). This method would add &L=0 to 
all links and then send it to CoolUri.

I guess that's not the best way.

I just still don't understand why you need /de in URLs.
