[TYPO3-english] Admin functions panel missing/disabled

I recently upgraded from Typo3 3.8.1 to 4.2.1, and have noticed that the
"Admin functions" panel is now missing (it contained the options, "Clear
cache in typo3conf/" and "Clear FE cache").  I notice that support for
this panel appears to still be in the source code, but the menu is
disabled for some reason.

I would like to re-enable it if at all possible (regardless of its
perceived usefulness, uselessness, or reasons for disabling it).
