Hi,

These are both basic functions of TYPO3. Keywords can be added in the
page properties (if using TYPO3 4.1, use advanced page type; if using
TYPO3 4.2, use standard page and switch to metadata tab).

For the menu, you can use a content element of type Sitemap, and choose
the "Related pages" menu type. You can also create such menu with
TypoScript, using a HMENU with special = keywords
