[TYPO3] Error when attempting to access the TER

Hi Folks,

After years of perfect access, just in the past two days I've started  
receiving the following error when trying to connect to the TER:

Error: The extension MD5 sum could not be fetched from http:// 
ter.sitedesign.dk/ter/extensions.md5. Possible reasons: network  
problems, allow_url_fopen is off, curl is not enabled in Install tool

I don't know of anything I changed to make it happen.

I've checked my PHP installation and allow_url_fopen is on, I'm not  
having any obvious network problems, and I don't know what curl is.

I checked in the Install tool and discovered that something related  
to curl, curlUse, is off, but I haven't ever changed that value, so  
it seems unlikely that is the issue.

If that is the issue, could someone fill me in on how to configure  
the four different curl parameters in the Install tool to make it work?

Also, I tried logging into to typo3.org to check whether my login  
still worked and whether there was a chance that was the problem with  
the TER, and there was no record of my e-mail address being attached  
to any account.  I then created a new account with the same username  
and password as in the 'settings' for the Ext Manager, but that  
didn't help either.

Of course, I just installed typo3 on my own machine and discovered  
that I can access the TER without any account whatsoever, so I'm not  
really sure anymore how it all works.

I was using version 4.0.6 when the problem started.  Today, I  
upgraded to 4.1.6 just to see if that would solve the problem.  The  
upgrade went fine, but hasn't fixed the TER problem.

I know I can download extensions from the repository externally and  
then upload them to t3, but I'm keen to find out how to fix the  
problem since it only started happening two days ago.  Any suggestions?
