[TYPO3] How to separate? Edit content: Change/Add/Delete/Move content

Any ideas how to separate the permission to Change/Edit from Add/Delete/Move
content?

'be_acl' doesn't do it and nor does using Tapio's 'tm_contentaccess' to hide
the buttons.

I'd like a user to ONLY be able to edit existing content and not to mess
about with other stuff.
