[TYPO3] direct_mail, plugin_mgm, and Typo3 3.8

I am still running Typo3 3.8 and having problems with the direct_mail  
extension. I installed direct_mail version 1.1.0 (as the  
documentation states that is the latest which supports Typo3 3.8),  
and plugin_mgm version 0.7. The documentation mentions I should be  
able to "click on the Direct Mail option of the Web section of the  
backend menu", although I do not see any Direct mail option  
available.  Am I using an incorrect version of the plugin manager or  
the direct_mail extensions? (I also tried with plugin_mgm version 1.0  
with the same results). If this is simply a function Typo3 4.0  
provides which is not present in Typo3 3.8, how can I access the same  
functionality to configure the direct_mail extension in Typo3 3.8? Is  
there documentation still available for direct_mail 1.1.0?
