[TYPO3] Chinese local

Hey,

AFAIK config.locale_all is just a TS-variable for the PHP function 
"setlocale": http://de.php.net/manual/en/function.setlocale.php

There you can use a list of all ISO-codes listed here:
http://www.w3.org/WAI/ER/IG/ert/iso639.htm

Probably something like "zh_ZH" or so for chinese.
