If you hadn't measured the performance change, then I can't accept your 
testimonial. I don't think the performance on the shared hosting will be 
that inconsistent, especially if you have a good and experienced hosting 
provider. They can manage and make sure that the server resource usage is 
balanced between hundreds of users. Plus, you can't ignore the fact that 
websites running on VPSes usually require more resources than those shared 
hosting servers, where most people are running small sites, even static 
sites.

I haven't been able to try on a VPS. But I have a test environment that has 
the same configuration as those $69-$99/mo dedicated server packages. The 
performance is a bit better, but it's not that different from my shared 
hosting account. You still experience latencies (not network problem), and 
you can still feel the great difference between cached pages and static 
pages. That's why I wonder typo3 sites will run better on VPSes.
