Here something has gone wrong in the installation. And as I see you are running 
Apache on windows. There are a specific windows install list. 

Are your MySQL database running (I suppose so). If yes, go to you install 
tool and check the database, both in basic configuration and database analyser. 
In the last you can try compare, if there are missing tables in your install, 
they should be updated her.
