[Typo3] Login form not working

I have created a user and a login element, the user is unable to login 
although I have checked the SQL tables and the record for the user exists. 
The user exists but it always says login failed.

I am using typo 3.7.x and php 4.3.0

typo3 install says the Mysql connection is OK

any ideas?
