I am not sure. Look: Linux has Linus, ExtJS has Jack, Drupal has Dries, 
Python has Guido. Of course, there are frameworks without clear leader 
(Django being most noticable) but those are financed and developed 
"in-house" by companies and foreign people can't get in.

People like leaders. People like somebody, who can say the final word. 
Having a strong leader, who has authority, always motivates people. It 
gives them power to move on.
