I do not think it is right. Docs must exist from beginning. Imagine that 
there would be never TSRef because options are still added to TS. Or 
imagine life without "core API doc" because TCA properties are changing.

Docs must exist and be updated. Existing docs is one of quality indicators 
(but missing docs mean just that – missing docs).
